How to Convert WAV and MP3 in Open Source in Windows
Converting MP3 and WAV files in an open-source (free) program in Windows is an easy process, since all versions of Windows come standard with Windows Media Player: a multi-purpose audio/video player that can also convert your music to and from MP3 and WAV formats. You may also want to try a free program like iTunes, or a website like Zamzar.com, which requires no downloaded software and will convert your audio files free of charge on its Web server. Users can opt to receive an email alert when the conversion is finished. Please note that Windows Media Player will require you to burn a CD and re-import it into your computer in order to convert your WAVs or MP3s.

Converting in Windows Media Player

Launch your Windows Media Player from its icon on your desktop and open the WAV or MP3 audio file you want to convert (see the link in the Resource section below in you need to download Media Player).

Click the "Burn" tab, located at the top of the screen. Insert the blank CD into your computer.
Locate the audio you want converted in WMP's library. Drag and drop the songs' icons from the "Details" panel to the "List panel."
Click "Start Burn" and wait for the CD to burn.

Click the "Rip Settings" menu and "Format." Choose one of the output formats from the drop-down menu and click "OK."

Re-insert your CD into your computer and wait for Windows Media Player to recognize the disc.
Click the "Rip CD" button in the main screen to rip your audio back into your computer. Your music will automatically convert to the format you previously chose as your CD copies to your computer.
iTunes

Download and install the iTunes player from Apple (see the link in the Resource section below). Accept the licensing terms and launch iTunes.

Open your audio in iTunes by clicking "Edit" and selecting "Add to Library." Find your audio in the pop-up Windows Explorer window and open in iTunes.

Select "Preferences" from the "Edit" menu at the top of your screen. Click the "Import Settings" tab and choose one of the "Encoder" options from the output format drop-down menu.
Click "OK" twice to exit to the iTunes library.

Locate the desired audio in the iTunes library. Right-click the song's icon and choose the "Create MP3/WAV/AAC Version" option. (Whichever encoder option you previously chose will appear when you right-click your audio).
Wait for your file to convert. It will appear directly beneath your old audio.
Converting with Zamzar

Open your Web browser and visit Zamzar.com (see the link in the Resource section below). Click the "Convert Files" tab in the middle of the screen.

Select the WAV or MP3 you want converted by clicking the "Browse..." button. Locate the desired audio in the pop-up window and open it in Zamzar (this will allow Zamzar to upload the file from your computer).

Choose the format you want your audio converted to from the drop-down list of options.

Enter your email address in the appropriate field so Zamzar can email you when the conversion is done.

Click "Convert" to accept Zamzar's terms of use and begin the conversion. Your email notification will contain a download link where you may retrieve your file.

Converting to the MP3 format may result in some loss of audio quality, as MP3 audio is generally more compressed than other formats.
