Your download speed is affected by many different factors. Narrow down the possibilities of what might be causing any inconsistency in your download rates, although you can never be too sure if it's a server, client or provider issue even after some testing. You must be as open as possible during the process of elimination, or else you might not get an accurate result.

      Try a different browser than the one you currently use if you experience problems with download speed while downloading through it. Your browser might have bugs in it, or it might be unstable.

      Try downloading another large file from another source. Your current source or that particular file might have problems that cause you to experience download speed issues.

      Limit the upload (upstream) bandwidth to a certain amount if you use a program that also uploads at the same time as it downloads. Sometimes, these problems happen because you use up your full upstream capacity and no longer can send packets adequately to request a new portion of the file you are trying to download. Consult the operating manual if you don't know how to limit the uploading capability of a program, since each program has its own method for such limitations or none at all.

      Call your Internet service provider to find out if they throttle your download bandwidth for any particular source. This action happens when too many people abuse the provider when downloading that file.
