1
Choose plastic bags in the colors that you desire. Large grocery stores or party stores often sell trash bags in a variety of colors and sizes. Any size trash bag will work; a 13 gallon sized kitchen garbage bags make small pom poms, while a 33 gallon size may need to be trimmed when finished. Combine basic black or white with a few colored bags for a custom look. You will need approximately 10 bags per pom pom.

2
Lay 10 garbage bags on top of each other. Trim an inch from both ends to cut off the folds. Fold in half and check that they line up perfectly. Trim, if necessary, to make the ends even. Alternate colors or place a section of one color over a section of another color.

3
Cut strips halfway up the stack of folded bags. Approximately 10-12 strips will make a full pom pom. The more strips that you cut the looser the pom pom will appear.
-
4
Fold the bag in half lengthwise, twice. Fold the uncut part of the bag down to create the handle. Wrap the handle with duct tape to secure. Use colored duct tape for a more fashionable look.
-
5
Fluff your pom pom by rubbing the strips with wet hands for a few minutes. Alternate strips and continue fluffing until the pom pom looks full.

Tips & Warnings
Lay strips of curling ribbon across the top of the strips before folding to add an extra touch to your cheerleader pom pom. Another layer of curling ribbon could be underneath the strips on a strip of duct tape to make a layered pom pom.
