How to Obtain a Pennsylvania Photo Identification Card
When you are without a driver's license, a new Pennsylvania citizen or a minor, you may need a Pennsylvania photo ID card. While a time-consuming process for those with little proof of identification, obtaining a photo ID may be worth it.

Print and complete the application for initial photo identification, or go to your local Pennsylvania Department of Transportation licensing center to obtain and fill out the application (see Resources).

Bring in your completed application, Social Security card and one piece of acceptable proof of identification. According to the Pennsylvania Department of Transportation, acceptable forms of ID include a certified copy of your birth certificate, certificate of U.S. citizenship or a valid passport. Pennsylvania residents over the age of 18 years are required to bring in two documents proving residency in addition to their acceptable form of identification. Acceptable proof of residency include current utility bills in your name, W-2s, rental agreements, mortgage documents or a current weapons permit.

Bring in your out-of-state driver's license and or photo identification card in addition to one form of identification, your Social Security card and two documents proving your residency if you are a new resident of Pennsylvania.

Pay the ID fee with a check or money order. Get your photo taken after your application and documentation have been reviewed and added to the system. Your photo identification card will be issued to you typically within 10 minutes.

Minors must be accompanied by their parent or legal guardian.
Photo IDs will only be issued to those who are at least 10 years old.
