How to Convert VOB to MPG in Nero
Nero is the disc-encoding software that comes with many Windows systems, and it routinely converts MPG to VOB, the container holding video files on a DVD, according to File Info. However, to do the reverse, converting from VOB to MPG, requires the use of Nero Vision Express, a free download for those who already have Nero.

Launch Nero Vision Express. It will open a new project window, which has a large, blank area that will display imported files.

Choose the "Make DVD" option. It will then ask which type of DVD you want to make, and you can select DVD-Video.

Press the "Add Video Files" button on the right side of the screen and select the VOB files that you wish to convert.

Select "Yes" if a prompt appears asking if you want to convert VOB files with segmentation, as the segmented files are the ones preventing programs from already recognizing the video as MPG.
The program will then analyze the encoding and change it into an MPG, which will appear as a thumbnail after several minutes.

Retrieve the MPG from the "Nero Vision Express Import" directory, which you can find in the "Nero Vision Express" folder in "My Computer."
You don't have to continue running Nero at this point, since you have the MPG, unless you want to continue on and burn a DVD.

Tips & Warnings
If Nero does not import a file to the directory, it means that the file is not segmented and you can convert it to an MPG simply by right-clicking, opening the "Properties" menu and renaming the file extension from .vob to .mpg.
