How to Obtain an Email Address From an IP Address
An IP---or Internet Protocol---address is the address of a person's computer in a numerical value. The only thing an IP address really relates to is the ISP, or Internet Service Provider. However, if you have a good reason---or a legal right, in most cases---to obtain information, you can usually find the email address of a specific IP address by going through the ISP.

1
Discover the IP address of a person with whom you are communicating. To do this, open a direct connection with them. A direct connection is one in which information is being transferred in real time from computer to computer. A chat program, where chats happen in real time, works. If you send someone a link to a photo or large file in an email, and you can be certain they are downloading that file or photo at a specific time, you know there is currently a direct connection open. A direct connection could also occur when you are downloading something that they have sent you in an email. Then click your Start menu, click "Run," and type "command." When the box opens up, type in "netstat," and you will get the IP address of anyone to whom you are connected.

2
Find a service site---such as American Registry for Internet Numbers or Plotip---at which you can input an IP number and get information about it. The information you get will not be for the specific person, but for the ISP that operates the IP.

3
Use the information you've obtained about the ISP to email, write or call the company regarding the specific IP address. Explain to them your reasons for needing an email address of someone at the IP.

Tips & Warnings
Unless you have legal reasons, such as a search warrant, it can be difficult to get the email address. However, if you have the right legal documents, or a good enough reason, you can usually find an email address of an IP from an ISP.
