When a resident of Pennsylvania bequeaths his assets to family members or other individuals, the vast majority of these assets will be subject to the state's inheritance tax. While life insurance payments, pensions and individual retirement accounts (which haven't reached maturity yet) are exempt, assets are taxed based on how the beneficiary is related to the deceased. An individual is allowed a complete inheritance tax exemption for only one spouse during his or her lifetime. If a widow claims the exemption and then re-marries, she will have to pay taxes on any bequests from her second husband. Direct descendants (children, step-children, parents and grandchildren) must pay a 4.5 percent tax rate. Siblings (including biological and adoptive) must pay a 12 percent tax rate while nephews, nieces and unrelated beneficiaries are subject to the maximum 15 percent rate.

      Determine if part of the inheritance consists of an estate of someone who died on or before Dec. 12, 1982. These forms cover the estates in which payment schedule is altered by the death of the return's benefactor. For example, if a man who died in 1981 set up his estate as an annuity, he could stipulate that his young wife would receive annual payments until her death, whereupon the annual payments would go to their then-infant son. When filing the inheritance tax return for the wife's death in 2008, the executor of her estate would need to fill out Schedules L, L-1 and L-2.       Look to see if part of the inheritance consists of an estate of someone who died after Dec. 12, 1982, but before Jan. 1, 1995. This section is basically a version of Schedule L, modified for the different date of death. Record all of the required information on the PDF and save the completed file to your computer.

      Determine if one of the beneficiaries is the surviving spouse who already claimed the one-time inheritance tax spousal exemption on the inheritance from an earlier marriage. This section allows the surviving spouse to defer the payment of the tax until after her own death. Record all of the required information on the PDF and save the completed file to your computer.

      Fill an 8.5- by 11-inch manila envelope with the documents from Steps 17 and 18, along with a copy of the deceased's completed Federal Estate Tax Return (Form 706).

      Deliver the envelope from Step 19 to the Register of Wills Office for the deceased's home county.
