1
Choose your colors. Red and green are traditional, but snowy white is also pretty, and yellow can signify gold. Multicolored garlands and ornaments are another option.

2
Cut each piece of paper crosswise into 1- by 9-inch strips. Take a strip, and dot a small amount of glue on one end. Form a loop, and press ends together with glue. Take another strip and repeat, this time pulling the strip through the first loop to form a "link." Repeat until a chain of paper loop is formed. Let it dry completely before putting the chain on the tree.

Cut paper lengthwise to make five 1- by 12-inch strips. Trim two to 10 inches and one to 8 3/4 inches. Sandwich strips so that the smallest is on the inside and then the next biggest ones are on both sides of the first, with the 12-inch strips on the outside. Align the strips on the bottom end and staple. Line up the top ends so that the outer strips bend outward, making a teardrop shape. Staple to the top with a loop of ribbon for hanging.

Make an angel tree topper out of construction paper by rolling a piece of white paper into a cone, for the robe. Staple to hold. Cut wings out of white paper and staple to the back. Cut out a 2-inch circle in your desired skin color and glue on paper or yarn hair. Add features with a marker. Glue face to the top of the cone. Take a pipe cleaner and shape it into a circle for the halo, with one end acting as a stem. Glue the stem into the top of the cone, so that it "hovers" over the face.

Start with lights when decorating the tree. Garlands should be added second; start at the top and wrap around the tree, allowing them to drape. Add the ornaments next. To finish, place the angel to the top of the tree.

Tips & Warnings
Make the garland fancier by painting the paper with tempera paint before looping. Be sure the paint is completely dry first.
Extra construction paper can be used to make cutout shapes for ornaments. Decorate, if desired, and punch a hole in the top for a ribbon.
Paper garlands are fragile--be careful not to tear the loops while making and putting on the tree.
