The power-window switch is part of the door interior.

Power-window switches are the small, plastic pieces on the driver-side armrest that control the 1996 Toyota Camry's power windows. When these switches no longer work, you will not be able to raise or lower any of the windows or lock the doors. The 1996 Camry uses a single plastic unit with four power-window switches, a single power door-lock switch and a power-window override. This unit must be replaced to get the windows working again.
