How to Beat the Surface Level in Goldeneye
In the fourth level of GoldenEye on the Nintendo 64, you have four objectives to accomplish under the 00 Agent difficulty level. On 00 Agent, you must power down the communications dish, obtain the safe key, steal the building plans and enter the base through the ventilation tower. Along the way, you will get to make use of six weapons: the silenced PP7, KF7 Soviet, twin Klobbs, hand grenades, a sniper rifle and a grenade launcher.

Switch to your sniper rifle and move forward. Climb the ladder to the top of the metal platform. Use the sniper rifle to snipe the guard walking down the path, then shoot a few bullets into the large explosive canisters near the cabin to kill the other two guards.

Climb down the ladder and move forward down the path, passing the cabin. Turn right when you first see the satellite dish, head down the slushy path and snipe the enemies up ahead.

Walk up to the third cabin and switch to your KF7 Soviet rifle. Glance into the window and shoot the guard's head. Head to the cabin entrance and prepare to blast away an officer armed with two klobbs. Collect the hut door key from his corpse. Enter the cabin and kill anyone else. Collect the grenade launcher and a box of ammo.

Head back to the two cabins at the start of the level and enter the locked one with the hut key. Collect the safe key on top of the table. Leave and go into the cabin opposite it, where the explosive canisters were, and collect the grenade launcher ammo.

Run toward the big satellite dish in the distance. Use your grenade launcher from a distance to take care of any batch of enemies who get in your way.
Take the path that's left of the satellite dish, leading to an area surrounded by a chain-link fence with two cabins and gasoline barrels. Enter the cabin nearest the entrance. Open the safe and collect the building plans.

Run back to the satellite dish and open the double doors on the ground floor. Head up the metal staircase and enter the green door in front of you. Approach the computer console and hit the action button to power down the satellite dish.

Run out of the satellite dish and head straight ahead, keeping along the wall of trees to your left. Throw a couple of grenades on top of the cylindrical ventilation tower at the end to blow up open the vent. Climb up the ladder and drop down into the vent tower to exit the level.

Tips & Warnings
Don't spend a lot of time killing bad guys in this level. Infinite guards will come after you in this level, but the area is pretty spaced out so they won't pose too much of a threat to you. Only kill those who get in your way.
