Obtain the scooter's Manufacturer's Statement of Origin (MSO) from the dealership you purchased the scooter from. Or obtain a properly completed title from the scooter's previous owner. Be sure the title includes the previous owner's name, address and signature. Also include the scooter's current odometer reading.

Bring the MSO or title to your local county clerk's office. Once there, you will need to present the MSO or title to the clerk. Prepare to present proof of residency, such as your Tennessee-issued driver's license or utility bills, if necessary.

Pay the registration fee of $28.50, plus any applicable taxes, to the clerk. The clerk will issue a Certificate of Vehicle Registration and a license plate to affix to the scooter. A new title in your name will be mailed to you within two weeks.
