Navigate to the official Florida Department of Highway Safety and Motor Vehicles website at http://www.flhsmv.gov/offices/index.html. Scroll down until you see your county listed in the blue links provided. Click on your county. Gather information on the address and fees needed.

Collect a combination of documents that establishes your identity such as your Social Security card, birth certificate, proof of residential address and the required fee. Call the local Driver's License office in your area and make an appointment. Although you are not always required to make an appointment, the Florida Department of Highway Safety and Motor Vehicles recommends it.

Arrive at your appointment on time with the required documents to prove your identity. Fill out an application for an Identification Card and pay the required fee. Have your photograph taken, sign your name on the appropriate form and allow up to 45 minutes for your new Identification Card to be processed.
