How to Create an MS DOS Startup Disk in Vista
A DOS startup disk is a disk that you can use to load your computer in the event that you are experiencing problems with the operating system that prevent it from booting. Creating a DOS startup disk through the Vista operating system requires that you create the disk on a traditional floppy, which might require the use of an external floppy drive if your computer is not appropriately equipped.

Insert the blank disk into the drive.

Right-click on the drive letter of the floppy drive.
