In fact, the Norton AntiVirus pop-up blocker may be preventing legitimate pop-ups from appearing that you have explicitly allowed to appear in your web browser. Fortunately, disabling the pop-up blocker is a simple affair.

Select "Start," "Programs," "Norton Internet Security," then "Norton Internet Security" to launch the administrative panel of Norton AntiVirus.

Select "Norton AntiSpam."

Select "Pop-up Blocking."

Select "Turn Off" to disable pop-up blocking. You can close the Norton AntiVirus administrative panel once you have disabled pop-up blocking.
