How to Find Surf in Pokemon Pearl
"Pokemon Pearl" introduces a whole new area to the Pokemon universe. The Sinnoh region is a series of islands surrounded by largely unexplored waters. New players can wander the mainland of the region, but in order to fully experience all of the wonders of "Pokemon Pearl" they must be able to travel freely across the waters. Aspiring Pokemon masters can teach their Pokemon to transport them across the waves with the use of the "surf" attack, a special ability that must be found and trained directly.

Visit Celestic Town, a normally peaceful place that has been besieged by Team Galactic.

Defeat the Galactic Grunt who is controlling the town. He is found in the park and uses bug and fighting type Pokemon.

Follow the old woman who appears after the battle. She leads you into the ruins that have gained so much attention from Team Galactic.

Listen to what she has to say. At the end of her explanation of the current storyline, the old woman will provide you with HM03, the item that allows you to train surf on any valid Pokemon.

Tips & Warnings
Many different Pokemon can learn surf, not just water Pokemon. Train it on normal or poison Pokemon to give them a water-based attack which will do great damage to rock or fire type opponents.
