How to Remove the Pop-up Blocker in Windows XP
The pop-up blocker in Windows XP's default Internet Explorer browser is built in and will only block most background or automatic pop-up windows, not any pop-ups purposely opened by the user. If this feature is blocking legitimate sites or otherwise hampers your online browsing experience, you can turn it off using either of two methods.

Using the Tools Menu

Click on "Start" at the lower left corner of your screen.

Put the cursor on "All Programs" and click on "Internet Explorer."

Click on Internet Explorer's "Tools" menu, point to "Pop-up Blocker" and click on "Turn Off Pop-up Blocker."
Using Internet Options

Click on "Start" at the lower left corner of your screen.

Put the cursor on "All Programs" and click on "Internet Explorer."

Click on "Internet Options" under the "Tools" menu once Internet Explorer opens.

Click on the "Privacy" tab and uncheck the box next to "Block pop-ups."

Tips & Warnings
You can also remove the pop-up blocker the first time it blocks a pop-up, since you will be prompted to disable it.
