Choose your banner's animation software. There are several free programs you can choose from. If you have Photoshop, you can make animated banners with that, or you can download a trial version of banner animation software and create a banner during the trial version at no cost. These programs differ slightly in appearance, but the process of creating banners is the same.

Open your software, go to "File," and create a new document. Set the size of your banner at 468 pixels by 60 pixels, which is a standard banner size for the Internet. You can change the size if you want something bigger.

Go to the "Border" menu or the "Edit" menu to select a border size and to set the color of the border. Choose a color that will stand out from your animation. You can also create a banner without a border.

Add text to your banner by using the "Text" tool and entering the text you will want to animate. Type the text into a text box, then use the "Format" features to apply colors, shading and any pattern you want to the text.

Go to the "Animation" menu, and set the animations for your text and banner. Choose between preset effects (such as blinking or scrolling), set the speed of your animation (how fast or slow you want the effects to play), and choose whether you want to loop the animation or allow it to play only one time.
