Register the business name. You have to register your business name with the Province of Ontario, which is separate from registration with the city of Windsor. Apply for a business license with the city of Windsor. Not all businesses need a municipal license, but many do. Applications can be found online, along with a list of business types that require such a license.

Apply for additional permits. Depending on the type of business you're opening, you could also need other permits, as listed below. This is not a complete list:
If you will run a retail business, you will need to register for a vendor’s permit. This will allow you to levy a required sales tax on goods that are sold.
If you will collect more than $30,000 in gross revenue, you must register and collect a goods and services tax from customers. If you will make less than $30,000, it is not mandatory to register, though it can be helpful.
If you will be dealing with imports and exports, you will need to register for an import/export account to enable you to deal with customs documents.
