1. Consider that an hour has 60 minutes and each minute contains 60 seconds.

2. Multiply 60 minutes by 60 seconds to calculate the number of seconds in an hour: 60 x 60 = 3,600 seconds.

3. Divide milliseconds by 1,000 to convert them to seconds. As an example, 16.5 milliseconds correspond to 16.5 / 1,000 = 0.0165 seconds.

4. Divide the time in milliseconds by the number of seconds in one hour to convert the time to the fraction of an hour. In our example, 0.0165 / 3,600 = 0.00000458 hours.
