How to Enable Create New Folder in Windows XP
If the Windows XP registry is damaged, you may find that you are unable to create new folders in Windows Explorer because the "New" command is missing from both the right-click context menu and the "File" menu at the top of the screen. This is particularly known to happen after an item called the Windows Desktop Update is installed. Make a change in the Windows registry to re-enable the "New" menu and restore the ability to create a new folder.

Click the "Start" button, then click "Run." Type "regedit" without quotation marks in the "Run" window and press "Enter." The registry editor appears.

Use the folder structure on the left side of the window to navigate to "HKEY_CLASSES_ROOT," "Directory," "Background," "shellex" and "ContextMenuHandlers." If a folder called "New" is present under "ContextMenuHandlers," click it and skip to Step 4. If this folder is not present, continue to the next step.

Right-click the "ContextMenuHandlers" folder and click "New" and "Key." A new folder appears beneath the "ContextMenuHandlers" folder with a blinking cursor for you to type a name. Name the folder "New" and press "Enter." Click the "New" folder.

Double-click "Default" on the right side of the window and change the information displayed under "Value Data" to "{D969A300-E7FF-11d0-A93B-00A0C90F2719}." Omit the quotation marks, but include the brackets. Because of the complexity of this string, you may wish to highlight it with the mouse pointer, copy it, and paste it into the registry editor.

Click "OK" and close the registry editor. Restart the computer. After the computer restarts, the "New" command will be visible on the right-click context menu and on the "File" menu.
