How to Make Mexican Tissue Flowers
Mexican tissue paper flowers are large and colorful. Make a paper bouquet with an array of different colored tissue paper as a gift or as part of your home décor. This simple craft project is also suitable for school-age children; they enjoy making vibrant Mexican tissue flowers as a present for Mom. Colorful tissue paper and pipe cleaners are available from discount, craft and dollar stores. Experiment with different sizes and color combinations to create distinctive paper flowers.

Cut four sheets of tissue paper into sections measuring 6 inches wide and 12 inches long.

Stack the four sheets of tissue paper on a flat work surface, one on top of the other. You can use one color of paper or four different colors, depending on the desired appearance of the flower.

Make a 1-inch fold along the 12-inch edge. Fold the edge upwards. Make sure the fold contains all four sheets of tissue paper.

Flip the stack over so the folded edge is facing down. Hold the folded edge with both hands and make another 1-inch upward fold. The folded edge will begin to resemble an accordion.

Continue to fan fold the sheets together in 1-inch increments for the width of the tissue paper. When finished, you will have an accordion folded strip measuring 1 inch wide by 6 inches long.

Cut both ends of the strip into a semi-circle. By rounding the ends of the strip, the petals of the Mexican tissue flower will also be rounded.

Fold a pipe cleaner in half. Pinch the center of the folded tissue paper together. Slip the folded center of the pipe cleaner over the pinched center of the tissue paper. Twist the pipe cleaner together at the bottom of the tissue paper. The pipe cleaner is the stem of the flower.

Spread the layers of tissue in a fan formation on both sides of the pipe cleaner. Beginning with the top layer of tissue, carefully pull the tissue upwards and open the folds. The open folds form the petals of the flower. Separate the top layer on both sides of the pipe cleaner, then do the same with each successive layer.

Work with the tissue petals until the Mexican flower is full and fluffy.
