How to Use a Free Proxy Server
Proxies are third-party servers through which your connection requests are routed. Rather than loading a web page directly from that page's server, the proxy server delivers the page from its own cache. This can help to speed up your internet connection, especially if you are using a local proxy such as one available on a university campus. Before setting up your web browser to use a free proxy, you first need the proxy's IP address and port.

Open the Tools menu and choose "Internet Options."

Click "Connections" and then choose "LAN Settings."

Check the "Use a proxy server for your LAN" box.

Enter the IP address for the free proxy server in the "Address" box, and the port for the proxy in the "Port" box. The default port is 8080.

Click "OK" and close all of the configuration windows.
Safari

Open the Safari menu and choose the "Preferences" option.

Click on the "Advanced" button represented by a gear.

Press "Change Settings" near the word Proxies to launch the proxy configuration window.

Click on the HTTP Proxy check box, and enter the IP address and port of your free proxy server. Click "OK" to close the window, and then click "Apply" on the configuration menu. Close all of the configuration windows.

Open the Tools menu and choose "Options."

Click on the "General" tab, and then on the "Connection Settings" button.

Press the radio button labeled "Manual proxy configuration."

Enter the IP address of the free proxy in the "HTTP Proxy" box, and the port in the "Port" box. Click "OK."

Tips & Warnings
Some proxies may require a username and password. If this information is required, you will receive a popup asking for your username and password when you try to navigate to your first web page after setting up the proxy.
