How to Soundproof Your Drums Room Cheaply
If you are a drummer, you know how important it is to have time and a space to practice. When you live with others, it can be hard to practice the drums without disturbing everyone in the house. You can get professional soundproofing for your drum room, but it can get very expensive. Fortunately, there are some ways to soundproof your drum room that don't cost nearly as much. Place a large rug on the floor. This is especially important for rooms that don't have carpet. Even if your room does have carpet, you can place a rug on top of it to absorb more of the sound. If you can't afford a rug, you can go to a carpet store and purchase a remnant roll of carpet.

Cover your walls with a soft, thick material. You can use carpet squares that you find at carpet outlets. Nail or tack them individually to the walls from floor to ceiling to help absorb sound.
You can also use egg crate material. This can be found at any large department store in the bedding section. Be sure to cut the material into smaller sections before attaching it to the wall. This will ensure it isn't too heavy and will not fall down.

Roll up a towel and place it between the bottom of the door and the floor of the room. This will trap the sound in the room.

Cover your windows with thick curtains to absorb noise. Make sure your windows do not have cracks in them and that they are completely closed.

Cover any other hard surfaces in the room, such as desks or tables. Left alone, these surfaces act as a sounding board. Cover them with thick material. Check Goodwill and other thrift stores to find thick material or bed coverings that you can use to cover hard surfaces.

All these suggestions just absorb sound, there is no suggestions here that actually soundproof the room. I say this so that people who want a quick easy fix don't got out, but curtains and get no results, unfortunately it doesn't stop the sound going outside the room, it will however change the acoustics inside the room for you (absorption). Research absorption and sound isolation on the net and save your money for a little bit of proper sound proofing. Finally, a suggestion that works for me, buy a second kit to practice on, fill it with lots of old shirts, blankets etc. Fill it completely so that it is tight inside the drum when you go to put the heads back on. Now you have a 99.9% realistic feeling kit, and about 30% the original sound. The bass drum will still be your worst culprit now for bothering the neighbours because of the low frequencies (which you won't notice so much) but the neighbours will only hear this. The neighbours won't hear your cymbals despite you thinking they are the loudest culprit of sound pollution. you can get pads to mute cymbals and you are all good. Try to make the bass drum have the highest pitch possible by tuning it up so the frequencies have a smaller wavelength and cant pass through as much of the walls. its not as good as a $5000 room but its cheap as hell and very effective. I promise it is a billion times more effective than a carpet on the wall or a curtain in the room. In fact the best advice this article offers is to shut the window. Good luck!

Much of this isn't going to help enough. This is not soundproofing. You will only cut treble in this situation and you will end up with a horrible dead boxy sound and neighbors will still hear the bass. You can do a lot better on the cheap. To soundproof: 1. Make your room airtight. Sound goes where air goes. (under doors, etc) so seal off doors/air gaps with rubber weatherstripping. 2. Bass can't go through hard/stiff things. Sheetrock and cement board stop bass, so cover windows with sheetrock/cement board plugs with a good seal or put in a second window. Use dual pane glass. Try not to use wood because it will flex and still let some bass through. You can beef up walls and doors this way with another sheetrock layer as well. 3. Bass collects in corners. You can lessen bass by making a bass trap and put it in the corner to help destroy the bass waves. DON"T carpet the entire walls. Bass goes right through. Put some squares of carpet only for some high end control. Curtains may be enough for the high end but and you don't want to overdo it. A heavy thick rug will help for floors but if it doesn't work it is best to build a drum riser frame and fill it with sand and put a platform sitting on the sand. Bass drum vibrations will go in the platform but then can't go through the sand well. That's a pain for floors but it works better than rugs. Most of this can be done for a normal room for less than $100 (without 2nd layer of sheetrock on all walls.) Good luck and double check your information you read on the net!
