How to Transfer a Kentucky Car Title to an Illinois Car Title
If you are a new resident of Illinois and your car is titled in Kentucky you only have 30 days to get your car title changed over to an Illinois car title. The Illinois Secretary of State handles all vehicle titling and registration for the state. To get your Illinois car title you have to give up your Kentucky car title to the Secretary of State and then your car will be re-titled in Illinois. The process to do so is very simple.

Obtain the “Application for Vehicle Transaction(s) (VSD 190)” form from the Illinois Secretary of State. You can do this by calling 217-782-7132, visiting your local Secretary of State office or by mailing in a form request to Winchester Warehouse, 3701 Winchester Rd., Springfield, Illinois 62707 ATTN: Forms Distribution. Be sure to ask for the form by its number, which is VSD 190.

Complete the form with the details about the vehicle, such as VIN, and the owner contact details. You will also need the Kentucky title and the Kentucky registration. If there is a lienholder for the car and you do not have the title you can use a copy of the title, the bill of sale or a copy of the loan agreement.

Submit the form to the Illinois Secretary of State. You can do so in-person at your local Secretary of State office or by mail to Secretary of State Vehicle Services Department, 501 S. 2nd. St., Room 014, Springfield, IL 62756. Be sure to include your title fee, which is $95 as of March 2010.
