1
Find a job for your Sim. This can done by going into the town map mode, tapping on a building location (e.g., the restaurant, the hobby shop) and selecting the job option from the menu. With a job, your Sim will not only get money but meet new people in the neighborhood. Chat it up with your Sim's boss to become friends. You will eventually get the option to ask and receive a promotion in your Social options.

2
Go the park and lakes. While you're fishing or exploring, you're bound to find more Sims visiting the park while you're there. This is an opportunity to converse and make close friends for your Sim. The more social your Sim is the happier they will be.

Call your friends to chat and invite them over to your Sim's house regularly. If your Sim's overall goal is to be liked by their neighbors, this is one way to reach it. Not only will your Sim be happy from all of the socializing, but it will get them closer to reaching their lifelong goal as well.
