In order for citizens to legally carry a concealed weapon, they must pass certain tests to obtain a permit. As of early 2010, 48 states allow residents to apply for a concealed weapon license. While specific rules and regulations may differ from state to state (Wisconsin, for instance, allows the open carry of firearms in most situations), core permit requirements and testing materials are maintained by federal law and remain consistent across the country.
