How to Build a Website in Expression Web (formerly FrontPage) 2007
Microsoft FrontPage is software used to create and manage websites. However, FrontPage was discontinued in late 2006. In 2007, FrontPage was then replaced by Expression Web. Using Expression Web can help make building a standards-based website somewhat less complicated.

Create a folder on your computer's hard drive to hold the website's pages, graphics, and other contents by opening the Expression Web program and clicking the "File" option at the top of the page. Click "New" and choose the "Website" tab.

Choose the "empty website" option by clicking on it. Change the name of the empty website to something you will easily remember by deleting the last section of text in the "specify the location of the new website" box and replacing it with your own text. An example would be changing "C:\Documents and Settings\Tom\My Documents\My Web Sites\web1" to "C:\Documents and Settings\Tom\My Documents\My Web Sites\businesswebsite". Click the "OK" button on the bottom-right side of the page to finish creating your website.

Set the doctype of your new website to either "HTML 4.01" or "XHTML 1.0 Transitional" by clicking on the "Tools" tab at the top of the page and choosing "Page Editor Options." Click on the "Authoring" tab, choose your doctype and click "OK."

Create a blank web page by clicking the file tab at the top-right of the page and choosing the "New" option. Click the "Page" tab on the window that pops up, choose the "HTML" option, and click the "OK" button.

Create a web page layout by adding a pre-made CSS design. Click "File" on the top-right side and choose the "New" option. Click on the "Page" tab and choose the "CSS layout" options. Choose a layout that you like and click the "OK" button on the bottom of the screen.

If you are using Expression Web 3 or 4, you need to click Site --> New Site. Then Choose Empty Web Site from the Middle Column. Name it and click OK. -

That does not work in "Expression Web 3." There is no "Empty Website" option under the "New" category.
