Whether you are creating a greeting card or framing a digital photo, lines and borders often add the finishing touch to an image. They can also separate certain parts of your image from the rest. Photoshop CS3 provides several tools to help you create the look you want, whether it is a thick border or a thin, transparent line in a variety of colors.
Creating a Border

Step 1
Import your image by selecting "File > Open" and choosing the file you would like to modify.

Using the Rectangular Marquee Tool found in the side panel, select the area of your image where you would like to create a border. If your area is not rectangular, you may also use the Elliptical Marquee Tool or the Lasso Tool for odd shapes.
Step 3
Select "Edit > Stroke" to add a border. Choose the width of the border in pixels. Select a color from the color swatch by clicking the black box in the Stroke menu. If you would like your color to match one in your image, click on the corresponding part of the image and the Dropper Tool will select the color you chose.
Step 4
Choose the location of your border. Choose "Inside," "Outside" or "Center" depending on where you would like the border to be stroked on your selection.
Step 5
Under the Blending menu, specify an opacity level between 1 percent and 100 percent. Select "OK" to create your border.
Creating a Line
Step 1
Import your image by selecting "File > Open" and choosing the file you would like to modify.
Step 2
Select the Pencil Tool from the side panel. Specify a brush size and a brush shape from the drop-down menu at the top of the window. Choose an opacity level between 1 percent and 100 percent. For a softer line, choose the Brush Tool instead.
Step 3
Click on the area of the image where you would like your line to begin. Continue holding the mouse button down until you have finished drawing your line.
To draw a straight line, click on the area of the image where you would like your line to begin. Move the cursor over to where you would like your line to end and press "SHIFT+click." A straight line between the two points you selected will appear.
