How to Program the iPhone Without a Mac

Since Apple makes both the Macintosh computer and the iPhone, the two have been seamlessly integrated. However, you can also program your iPhone using your PC.     This is gibberish! Yes, this allows you to connect your iPhone to your PC and sync your music, etc., but it does not allow you to "Program your iPhone"!
