How to Add a PDF to Microsoft Publisher Website
Microsoft Publisher is an entry-level desktop publishing program for page layout and design of print and Web content for PCs. While the emphasis of Publisher is primarily print publications, it also includes the ability to create simple and static websites for individuals and small businesses. A website created in Publisher does not include interactive or database-driven content. However, users can add several types of non-HTML files such as PDF documents to their Publisher website.

Tips & Warnings
It helps to let site visitors know that they are downloading a PDF file. Just add the file type in parenthesis next to the document name.
It is helpful to provide a link to the free Acrobat Reader on the page with your PDF links in the event that your site visitors do not have the necessary software to open the file.
Some browsers will display the PDF inside the browser. Other browsers need to have a plug-in installed in order to view PDFs; otherwise, the user receives a prompt to download the file to his computer.
