Allow exceptions for Azureus through any firewall programs you use. Firewall programs are designed to block incoming connections that may contain malware, but they can also hamper the function of BitTorrent programs. Firewalls usually allow you to create exceptions for specific programs that you want to allow to have full access to the Internet. Exceptions can usually be set up in the preferences, options or settings menu of a firewall program.

Set your user mode to advanced. Open Azureus, open "Preferences" then click "Mode" and click the bubble next to "Advanced." This will allow you to change other options.

Set your upload speed to around 80 percent of your connection's maximum upload speed. Azureus is designed to punish users that set thier upload speed too low by limiting download speed, but if you set your upload speed too high, it can also hamper download speed. A setting of 80 percent strikes a balance that will help optimize your downloading efficiency. To change this setting, click "Preferences," "Transfer," and change the number in the field "KB/s global max upload speed." If you don't know your upload speed, you can test it at an Internet speed test site like www.speedtest.net/.

Set your maximum download speed to unlimited. To do this go to the same menu as in step 3 and then change "KB/s global max download speed" to 0. Zero is the unlimited speed setting.

Download healthy torrents. Another factor that can limit your download speed is attempting to run torrents that not many other users are running, meaning there will be few people to download from. Always try to run torrents that have at least 100 seeds and peers for the best download speed. (Seeds and peers are often listed on the download page for the torrent file.)

If you cannot get Azureus to download as fast as you want, consider trying a different BitTorrent client and comparing download speed.
At some point your connection speed will be limited by your Internet service package; if you constantly reach download speeds equal to the maximum speed allowed by your Internet service, you may have to upgrade your service plan to achieve faster speeds.
