How to Remove VNC From a Mac Permanently
VNC stands for Virtual Network Computing. Created by AT&T, VNC can be used to remotely control one computer's desktop from another computer. On a Mac, VNC takes the form of Apple Remote Desktop, which is in the Sharing file in System Preferences. If you want to remove VNC from a Mac permanently, you have to delete Apple Remote Desktop and all of the files associated with it to ensure everything was removed. Apple has a simple Apple Remote Desktop uninstaller that does this for you.

Go to the Apple Support website (see Resources).

Download the Apple Remote Desktop uninstaller.

Open the Uninstaller that mounts on your desktop by double clicking on it.

Input the administrator password and check the boxes to remove the "Remote control privileges in System Preferences" and the "Remote Desktop Administrator Preferences."

Press "Uninstall." VNC will be permanently removed from the Mac.

Tips & Warnings
If you have a version of Apple Remote Desktop 2.x. or later you will have to run a script in Terminal to remove it.
Be sure you want to remove Apple Remote Desktop before you run the uninstaller.
