Navigate to an online ringtone maker, and upload your music by clicking on "Upload" to select the music file of which you wish to make a ringtone.

Click on the image of your music file to set the beginning and ending markers for the clip you wish to use as your ringtone.

Click the "Selected" button to play the clip you set, and then click "Make Ringtone" to generate your ringtone. A pop-up window will appear containing your ringtone; click "Download" to download your ringtone.

Click on the "Advanced Mode" and "Expert Mode" tabs to use the more advanced ringtone makers, which offer more customization options.
Do not make your file longer than 20 seconds to prevent using up unnecessary memory on your cell phone.
