How to Convert TIF to WMF
Tagged Image File Format is a type of digital image stored in an uncompressed pixel-based format (usually with the file extension .tif or .tiff), used for printing photographs and other cases where a high-quality image is needed. Windows Meta Files (with the extension .wmf), on the other hand, are vector-based images used in clip art and logos. The two are very different from each other, but sometimes you have a file in one format that needs to be converted to the other. Fortunately, there is software available to let you do that.

Download and install Xara Xtreme --- a drawing program for Windows that contains bitmap-to-vector conversion capabilities. The full program costs less than $100, and there is a full-featured trial version available as well. Xara has a Linux variant that is completely free and open-source, but it is not capable of exporting to WMF at the time of this writing.

Open Xara Xtreme and import a TIFF image through the file menu.

Select "Utilities" then "Bitmap Tracer ..." to open the tracing window. This is a sub-program that will allow you to convert the image from one format to the other. Click "Trace" to preview the vector image, adjust settings as desired, and click "Insert" when ready. Note that vector images tend to have a much lower color range than TIFF images, so your photograph will look highly posterized.

Export the new vector image to "EMF/WMF." Select "Windows Meta File" on the second window that pops up to complete the conversion.
