Brush a bonding agent over terra cotta and ceramic to help seal the surface for proper bonding.

      Wash the glass pebbles to remove dirt and debris. Use warm water and gently wash the stones with a clean washcloth. Place them on a towel to dry.

      Test the adhesive on a scrap area. Use an old piece of wood or broken piece of glass to test the adhesive to make sure that it will work for the glass tones. If you want to place the mosaic outside, read the label to make sure that the adhesive works in extreme temperatures.

      Draw the design out on the surface with a pencil. If you want to create a random mosaic design, you can skip this step.

      Use an acrylic-based mortar for the glass pebbles. Apply the mortar to the flat surface and push the stones onto the adhesive. The cement will form around the stones and keep them in place. Leave at least 1/2 to 1 inch of space between the pebbles to allow room for the grout. Allow the cement to dry for at least 24 hours.

      Mix the grout according the directions. The grout unifies the design and fills in any spaces. Use a spatula to spread the grout over the mosaic. Wear gloves to protect your hands from the grout. Spread the grout over the entire mosaic to make sure it covers all the spaces.
