As part of the Service Dress or Ceremonial Uniform, a sailor may wear full-size or large medals on the left breast of the Service Dress Blue Uniform jacket. According to the Navy Uniform Regulations, a Service Dress or Ceremonial Uniform worn for social functions and ceremonies will carry large medals as well as insignia, ribbons and badges.

Wear the large medals on a Service Dress Uniform from right to left. The second and third rows of medals will contain one fewer medal than the row below it. Line medals in order in accordance with uniform regulation medals "Order of Precedence" chart, which is contained in the navy uniform regulation.
Men should wear large medals above the left breast pocket of the service dress jacket. Mount four medals on a medal bar designed to hold full-size medals. Center a second and third row over the rows below it. Wear ribbons for the awards that do not have corresponding medals on the right side of the jacket. Wear rating badges above the full-size medals on the left side of jacket.
Women should wear large medals centered on the left side of her jacket. The bottom row of the medal needs to line up parallel to the first button on the jacket. Place ribbons that do not have a corresponding medal on the right side of the jacket in place of the normal nameplate. Use a straight edge to line ribbons and medals up across the jacket while it is lying flat.
