Turn the skirt inside out and put it on, pulling the waistline up over the bust. Tie a string or ribbon around the torso under the bust line. With the ribbon secured in place, you can then mark its position with pins or a washable marker. Mark the position of the ribbon with a washable marker by placing dots or dashes under the ribbon and directly onto the fabric. You can also mark the position of the ribbon by placing straight pins along the ribbon's border. This will be the measurement for the bottom of your bodice.

2
Untie the ribbon and take off the skirt. Cut two pieces of one-inch wide elastic to match the length of the marked points on the ribbon.

3
Pin the elastic to the inside of the skirt along the marked line. Be careful to match the center of the elastic with the center of the skirt. You want the excess fabric of the skirt to be evenly spaced along the length of the elastic.
Pin the second piece of elastic to the top of the skirt along the original waistline in the same manner.

4
As you machine sew the elastic to the skirt, stretch it so that the skirt does not bunch up along the way. When you release your hold on the stretched elastic, the skirt will naturally gather evenly.

5
Trim all threads.

Turn your new strapless dress back so that it is no longer inside out and try it on. You now have a whole new dress for your summer wardrobe!
