Remove old eye makeup before applying new eye makeup. Wash the eyelid and lashes with a mild makeup remover, or dab eye makeup remover onto a cotton ball to remove any residue. Apply primer to the eyelid before applying the eyeliner. The primer will keep the eyeliner in place and help prevent smudging throughout the day or evening.

2
Line the upper lid with the eyeliner pencil or wand. When applying eyeliner, pull the eyelid skin taut to create a smooth line across the upper lash. Pencil eyeliners should be sharpened to create a thin, even line. Liquid liner should move fluidly across the upper lash line without any clumps. Start at the inner corner of the eye and move closely along the lash line to the outer corner.

Eyeliner around the entire eye will make your eye color pop. Apply liner to the lower lid using a similar method as the upper lash. There are two ways the eyeliner can line the lower lash. The first method is to line just under the lash line -- start from the inner eye to the outer eye corner. When lining, remain as close to the lash line as possible for the best results. The second method is to use your index finger to pull the lower lid downward gently. Use your other hand to line the inner lash line with a pencil eyeliner.
