How to Extract Video Frames From Movies
Perhaps you have a movie file with an area in it that completely frustrates you due to the camera holding on an object for too long or a visible fingerprint on the lens when the camera pans across the bright sky. Whatever the reason is, learn how to remove such frames from your movie file (even if you did not create the file). You must have video-editing software on your computer.

Launch the video editing software on your computer. Two of the most popular programs used are Avid and Final Cut. Although Final Cut is only available on Mac computers (it is created by Apple), Avid can be used on both PC and Mac.

Import the video into the video editor. Click "File," choose "Import" and select the video file from which you want to extract frames.

Select the video file and drag it into the time line of the video editor. Move through the video file until you find the first frame you want to extract.

Mark an "In" point. This is the beginning of the area you want to extract out. In both Final Cut and Avid, you can press the "I" key to do this.

Move further in the video until you find the last frame you want to extract. Press the "O" key (or mark "Out").

Extract the video from the movie by either pressing the "Delete" button or clicking "Remove" or "Extract." Often, a video editor is going to have two different options for this. One option removes the frames but leaves a blank space (this is helpful if you want to add other content here or maintain the length of the video). The second option removes the frames completely and merges the two areas of the video together.

Export the finished video by clicking "File" then choosing "Export." Title the video and save it. The file is then saved to your computer with the frames extracted from the movie.
