Things You'll Need

- White eyeliner pencil
- Pale blue cream eye shadow
- Shadow brush
- Shimmering sky blue eye shadow

Apply eye primer to the eyelid using your fingers. Eye primer comes in a cream or gel form, and serves as a base to prevent eye shadow from creasing.

Apply white eyeliner to the inner corner of the eyelid. The white serves as a base to brighten the blue pigment of the eye shadows.

Pat a pale blue cream eye shadow over the entire eyelid with a shadow brush.

Use the same shadow brush to apply a shimmering sky blue eye shadow over top the blue cream shadow. Use a patting motion to prevent smearing the cream eye shadow.

Comb black mascara through your upper outer lashes only. Doing this will give a doll-like effect to your makeup. Be sure to wiggle the lash comb at the root of the lashes and continue to wiggle as you comb upward. This prevents clumping.
