Turn the power off and use the electrical tester to make sure it is off. Using the tape measure, measure from the breaker box to where you are putting the 220 plug. Run the 4 ought gauge wire from the breaker box to where you are putting the 220 plug. Cut and clean the ends of the wire with the wire cutters.

Turn the power back on and use the electrical tester to test the breaker, then test the 220 plug.
