How to Get a Pennsylvania Ignition Interlock License
Pennsylvania law requires that a person convicted of a second or subsequent driving under the influence violation obtain an ignition interlock license. This license requires that any vehicle driven by the offender have an ignition interlock or breath alcohol tester installed on the vehicle. The device locks the ignition of the vehicle if a certain level of alcohol is detected in the driver's system.

Serve a one-year license suspension after a second or subsequent DUI.

Receive a Restoration Requirements Letter from the Pennsylvania Department of Transportation. This letter will include an application for the Ignition Interlock License, a Self-Certification of Vehicle(s) Owned/Operated form (DL-21SC), and a list of PennDOT-authorized Ignition Interlock Installation Service Centers.

Complete the provided application and return it to PennDOT immediately and pay the required fee.

Apply for an economic hardship exemption if you are unable to afford the ignition interlock device. Qualification for the exemption requires the applicants adjusted gross income to be less that 200 percent of the Federal Poverty Guidelines.

Request your employer to complete an Ignition Interlock Employment Exemption Affidavit if you drive an employer-owned vehicle for employment purposes. This will allow you to operate an employer's vehicle without an ignition interlock device on the vehicle. The affidavit must be fully completed and in the vehicle at the time of operation.

Fill out the Self-Certification of Vehicle(s) Owned/Operated form and take it to an Ignition Interlock Installation Service Center. The Service Center will then verify that all of the vehicles owned, leased or operated by the applicant are listed on the Self-Certification form.

Have the Interlock Service Center install an ignition interlock device on all vehicles owned, leased or operated.

Ensure the Service Center sends the Self-Certification and a verification that the ignition interlock system has been installed to PennDOT.
