Navigate to the Paypal homepage, and click on "Sign up," located at the top of the page.

Select your country or region and your language. Next, select personal account (premier is free, but if you are just a basic shopper you just need personal.

Fill in all the required information, and at the bottom of the page click on "Agree and Create Account."

Validate your account. PayPal will send a validation email to the address you entered. Access that email and click the link inside to activate and start using your new account.
