How to Put a Frame on a Photo in Adobe Elements 5
Adobe Photoshop Elements enables users to enhance digital photos with text, borders and effects. The Palette Bin contains various tools to apply to images and layers. To create a framed photo, first create a blank canvas and select the frame style and color for that layer. A photo placed in this layer retains the selected frame effect, so the frame resizes with the picture. Experiment with the built-in styles and tools in Photoshop Elements to create a striking photo gallery.

Launch Photoshop Elements and open a blank canvas by selecting "New" under "File" in the top menu bar and selecting "Blank File."

Type the desired size of the page in the "Width" and "Height" fields and click the "OK" button.

Click the triangle next to "Styles and Effects" in the Palette Bin so that it points down and expands the options.

Select "Layer Styles" from the left dropdown menu under the Styles and Effects section and click a thumbnail image of the desired frame style.

Select "Effects" from the left dropdown menu and then select "Frames" from the right dropdown menu.

Click the desired thumbnail image of the frame and click the "Apply Effects, Filters and Layer Styles" button at the top of the Palette Bin.

Select "Place" under "File" in the top menu bar and choose the desired picture file from the directory before clicking the "Place" button.

Resize the picture by clicking a corner of the object and dragging it to enlarge or reduce. Select the image and drag it to a new position, if desired. Click the check mark in the top toolbar to confirm size and placement.

Select "Save" under "File" in the top menu bar and type the name of the picture before clicking the "Save" button.

Select the cropping tool from the Drawing toolbar and draw a box around the framed image, if desired. Click the check mark in the top tool bar to confirm cropping.

Tips & Warnings
Add "frame" to the file name to specify that it is a framed photo.
Consider exporting the image as a JPEG or a TIFF file, instead of a .psd (Photoshop) file.
Be sure to save your framed photo as a Photoshop file so that it can be revised in the future.
