How to Build a Cheap Wine Rack
Store your wine in style using PVC pipe to build a wine rack on the cheap. A wine rack should display your bottles while keeping them horizontal to ensure there's no pressure on the cork and that it stays moist. Choose an appropriately sized box, bookcase or shelf to store your desired number of wine bottles. The average wine bottle is 3 inches in diameter and about 11 1/2 inches long. The PVC pipe tubes can be slightly smaller, about 10 inches long, to allow the wine bottle necks to stick out for easy access.
The PVC pipe you will need has a 4 1/4-inch outside diameter. Therefore, to accommodate a row of 10 bottles, your box should be 42 1/2 inches long and at least 11 1/2 inches deep. To store 28 bottles, you will need a box measuring 26 3/4 inches wide, 11 1/2 inches deep and 18 3/4 inches in height.

Measure and saw the PVC pipe into 10-inch-long pieces. Cut as many as you need to create a snug fit in your box or bookcase.

Sand the edges of the PVC pipe with a fine grit sandpaper. It's only necessary to sand one end of each pipe section -- the side that will face out.

Stack the sections of PVC pipe next to each other in the bookcase and up to two feet tall. If you desire wine storage exceeding two feet in height, secure the PVC pipe sections together at the back end using strong tape or screws, as well as to the back of the bookshelf or box as a precaution against buckling or toppling.

Tips & Warnings
To fit your room's color scheme, consider painting the PVC pipes using a non-gloss paint as a base coat and gloss as the final coat.
Do not choose a PVC pipe that is too thick; it may over-insulate your wine.
To prevent your new wine storage system from tipping over, make sure all bottles are pushed back as far as possible with the bottle necks facing outward. Also consider securing the PVC pipe sections using screws or duct tape.
