How to Make Paper Ribbon
Paper of all types can be cut into strips of various sizes for craft projects. Cut wide paper strips to make fancy paper bows. Cut thin ribbons of crepe paper to wrap around pipe cleaners for flower stems. Or cut wide strips to decorate a basket. For crepe paper projects such as flowers and stems, your paper ribbons probably can be cut by hand. A little unevenness won't affect the look of the final project and may even add charm. For gift-giving or precision projects such as paper bows, aim for a more uniform ribbon that is carefully measured and cut.

Decide how many layers of paper to cut through. For crepe paper or tissue paper, it's possible to cut about 10 sheets at once with sharp scissors. For construction paper, the limit is three or four sheets.

Hold loose sheets of paper in place with paper clips on all sides. This stops the sheets from slipping during the cutting process.

Measure tick marks along the length of your top sheet paper to correspond with the width of your ribbon. Make very small marks with a pencil. If you want 1-inch-wide paper ribbon, place the tick marks every inch.

Repeat Step 3 for the opposite side of the paper.

Draw a horizontal line connecting the first tick marks on either side of the paper. Make the line as faint as possible.

Continue drawing faint horizontal lines between opposite tick marks until all of the lines have been drawn.

Cut along the lines with sharp scissors, creating strips of paper ribbons.
