How to Restore Vista Icons
If you are using Windows Vista after having used a previous version of Windows, you may discover that you cannot recover icons in the same manner that you could with the previous ones. If your Vista machine does not have the icons that you want on the desktop, or if you have just accidentally deleted your Recycle Bin icon or some other icon, you can easily restore them in Vista. The key to restoring icons in Windows Vista is to know where to find the desktop icon settings.

Use your mouse to right-click on the desktop of your Vista machine.

Select "Personalize" from the pop-up menu that appers. This will take you to the appearance personalization screen.

Look to the left of the screen under "Tasks." Select "Change Desktop Icons." This brings up the desktop icon settings screen.

Pick the icons that you want to have on your desktop. Or you can just click "Restore Default" if you want the default desktop icons to be restored to the screen.

Click "Apply" when you are done. Then click "OK" to close the screen. You should now see the restored icon(s) on your desktop.
