How to Make a Crepe Paper Ruffle
Ruffles can add a rich look to a crepe paper project, such as pinatas or costumes. There are different types of ruffles that can be achieved, such as the ruffles resembling the ends of a dress hemline or the ruffles of a carnation. Either type of ruffle is easy to create with crepe paper, as the material is easy to manipulate. Using multiple colors when creating ruffles add an additional dimension.

Cut the crepe paper into approximately 2-inch strips depending on the size of the ruffles. You can also use crepe paper streamers because they come in a roll of 2-inch strips.

Fold the crepe paper. Apply double-sided tape onto the sections of your project needing the ruffled paper, whether it's a decoration, costume or pinata. For example, if wanting to add a ruffled collar on a pinata, apply tape around the neck area to tape on the crepe paper.
Tape crepe streamer and gently lay down small sections onto the tape. You can lay down 1/2" sections. Pinch the sections of crepe paper back so that you are overlapping layers. For example, if you are laying down 1/2 inch of paper, then fold or "pinch" back a 1/4 inch of that to overlap with the 1/2 inch that is already folded down. Repeat this step to create a ruffled crepe paper.
For more pronounced ruffles, you want to pinch it closer together. Remember, the top sections will be pinched down onto the tape and the bottom will have the ruffled appearance.

For a different type of ruffle, layer narrow pieces of crepe paper on top of each other. For example, take four 2-by-4-inch pieces of crepe paper and lay them on top one another.

Fold the paper in approximately 1/2-inch strips. Fold it with the narrow side facing you so that you are folding the shorter edge or the width's side. Alternate the folds to get an accordion shape. For example, the first fold will be folded in, the next one will be folded out.

Tie a string in the middle of the folded paper. Gently fan out the layers of paper towards the center. Cut any pieces sticking out from the sides. Keep fanning the paper out. This type of ruffle resembles a flower. You can create multiple flower ruffles and glue them onto the project as needed.
