How to Locate a URL Owner
Internet Corporation for Assigned Names and Numbers (ICANN) requires all domain names to be registered for it to be recognized as unique on the internet. Domain registrars maintain a public database of the contact information of all the domain names they register. This database is kept public and is available to be searched by others for the resolution of technical problems and to permit enforcement of consumer protection, trademark, and other laws. Domain names can also be registered as private. In such cases, the URL owner's contact details are not displayed. Instead, the contact detail of the privacy protection firm is displayed. All communications to the URL owner would have to go through them.
