Acquire a digital photo. The easiest way to do this is to transfer photos from a digital camera, but you can also scan photos onto your computer.

Open the photo in your editing software.

Select the hue/saturation option.

Move the slider for the hue levels around. You will be able to see the changes in color on your photo. Play around with it until you get the color you desire.

Adjust the saturation of the photo. A lower number will give muted tones, whereas a higher number will make the colors more bold and vivid.

Tips & Warnings
To have further artistic control, you can also adjust the brightness and contrast of the photo.
If you want a more monotone tint, convert the photo to black and white before adjusting the hue.
